The UK and US have announced a key trade agreement that will preserve zero import taxes on British medicine products going into the American market.

The Terms of the Deal

As part of the deal, the UK has agreed to raise expenditure on drugs through the National Health Service (NHS). This commitment guarantees that import taxes on these crucial exports will stay at nothing for a timeframe of the next three years.

This deal comes after previous statements to significantly raise import taxes on branded pharmaceutical products, with increases mentioned reaching 100%.

"This arrangement between the Britain strengthens the global environment for cutting-edge drugs and brings much-needed fairness to U.S.–U.K. drug exports," an announcement said.

Trade Importance

Pharmaceuticals constitute one of the UK's most significant goods shipped to the United States, which is clearly the primary destination for major British pharmaceutical firms.

Export figures reveal that in the one-year period prior to September, the UK exported pharmaceutical products totaling £11.1bn to the US. This value made up 17.4% of British export trade in that span.

"This guarantee secures jobs, stimulates funding and facilitates the UK to emerge as a global hub for biotech and pharma," a minister stated.

Key NHS Changes

The pact includes several specific changes from the United Kingdom:

  • Higher Cost Ceiling: The UK will lift the cost ceiling at which it judges new medicines to be too expensive by a quarter.
  • Boosted Medicine Funding: There is a target to increase total health service expenditure on medicines from 0.3% of the national economy to 0.6% over the coming ten years.
  • Payback Limit: The sum manufacturers must return to the NHS to stay within budget will be restricted at 15%. In the past, repayments were more than 20%.

Broader Context

The pact takes place against a ongoing row between the pharmaceutical industry and the British authorities over medicine costs and approval rates.

This friction were intensified by claims that US customers were charged a premium for the identical medicines than consumers in the Britain and the EU.

Recently, several significant pharmaceutical investments in the UK have been paused or scrapped, while substantial expansions have been pledged toward projects in the United States.

The Science Minister publicly accepted that the NHS must invest a greater share on drugs, noting that its expenditure on drugs had shrunk as a proportion of its resources over the past decade.
